I just process a sale with 15.7 ounces as 16 ounces. It worked on that one.
Woo Hoo! because I goofed on additional cost for another item (on ebay). They paid on $4.00 for 2 yards of fabric and with the extra ounces on First Class mail, I didn't loose any money.

Sorry for the delay but I wanted to wait to reply when I had a sale I could test the higher ounce weight on.
So tonight I processed a sale. I tried it through the 'print shipping label' link on the actual Paypal payment page. My package weighed 7 ounces, but I changed the weight to 14 ounces so I could see what would happen.
I got the warning message of "The maximum weight for First Class Mail packages is 13 ozs". So, it's definitely not working for me on the new higher ounce rates.
I'll call Paypal and discuss it with them, but won't be able to talk with them until next week.
Will advise what they say.

That's really odd. Why would it be working for some and not others? I wonder if I'll have the same issue since the Ship Now tool isn't working for me either.

It looks like the USPS changed the name of standard post (aka parcel select) to retail ground mail now.
I sold a listing and the type of shipping shows retail ground. Paypal is still showing parcel select ground.
I do not know why they keep changing the name.
And here's what I found under a heading in Google.com:
"USPS Retail Groundâ„¢ (formerly Standard Post). Standard Shipping in 2-8 Business Days4. Reliable and economical ground shipping5 for less-than-urgent"

Yep, the retail version is Retail Ground and the commercial version is Parcel Select Ground (PSG), which is why PayPal still shows Parcel Select.
