I thought I had posted this link already, but realized I didn't when I went looking for it on my computer to refer to. Apparently, I downloaded the Excel file on my other laptop. Anywho, follow the link to the Postal Explorer and, in the left column, look for the words in the title of the link. Below that, you'll see the option to view/save an Excel or CSV document with the new rates. If you don't have Excel, you can use OpenOffice's freeware spreadsheet program to view it (downloadable at openoffice.org). Excel and CSV File Downloads:January 2016 Price Change Information

For those who don't have a spreadsheet program (shame on you LOL), I've created a condensed table in PDF format that you can view and print using Adobe Reader. The PDF file has been included as an attachment to this post, so just click the link below and you'll be given the option to open/save it. The table includes commercial base rates for all nine domestic zones and go up to 15.999 oz. for First-Class Package and up to 25 lbs for Priority and Parcel Select Ground (formerly Parcel Select NonPresort / Standard Post). I have also included the retail rates for Priority Flat Rate (they don't give any commercial rates). I always have a hard time getting to the DMM Notice 123 Price List each year. I like to print off the first class section, the media section and the region box rates. I use these for my "fixed" shipping rates on all the selling sites.
Still couldn't find the section with all the pages of instructions and charts. When is this updated?

It probably won't be updated until tomorrow. I didn't notice any changes to the media or regional rates on the spreadsheet they provided. @catcop, the 2016 Price Change link above takes you to the Postal Explorer where they have the links for the DMM and the Notice 123. Under where it says Domestic Mail on the white part of the page, right-click Domestic Mail Manual (DMM) and opt to open in a new tab. Then do the same for Price List (Notice 123). If you have trouble getting to either, would you like for me to create a PDF format of those rates for you? If so, let me know all of the ones you need. I put everything on my own spreadsheet, anyway, so it's not like it would be any extra work. Like you, I'm just waiting for the Notice 123 to be updated so I can make sure I have all of the changes. So, just let me know.

I like the way that it would print off their Manual/price list charts.
I normally go through my copy and post the rates I will charge. Like the First class 1,2,3 ounces, I would charge $2.60. 4, 5,6 ounces, I would charge $2.90 and so on.
I have room for my notes and space that I list the flat rates with the box sizes so that I don't have to flip pages I would have 3 pages printed with rates, page with zip codes and a page to determine first class mail.
The worse part, I am looking at the one I use and I see I was using 2014 123 Notice. OMG I am blonde.

I notice when searching I can find Notice 123 for 2011, 2013 and 2014. I wonder how they label their files for searching.

First, thank you for the link. What I don't understand is the new weight limits on First-class Parcels. What is 15.999 oz maximum weight? 4.6 oz ships as 5 and so on. So if you exceed 15 you actually put 15.38 oz (or whatever)? If you put 1 lb you are ineligible? Also the new retail rates don't even bother to show what the cost is for anything over 13 oz. I would think they would have structured their retail table to match the changes in the commercial table.

The USPS has raised the weights for first class mail shipping. It used to be 13 ounces. Now it is 15.999, under a pound is what it looks like but I do not completely understand this 15.999 either. I do not know why they just did not put 15 ounces.

Since 16oz equals a pound and the USPS is now offering First-Class Package service on everything under a pound, they had to make the ounces go up to 15.999 to include everything under a pound. So, while you can still round up for everything 14oz and under, you won't be able to do that for anything weighing between 15 and 16 ounces. In other words, you would have to enter the decimal numbers after 15 (ie, 15.25) in order to get the First-Class rate. If you round up to 16, then you'll get the Priority rate. Does that make better sense? LOL

My guess is that nobody accepts fractional ounces in their shipping manager as it is not necessary for any other weight for anything. They should just say First-class is now 16 oz (or 1 lb) and less. The USPS doesn't care as you can't print First-class anything on their site. It also doesn't make sense that one can go to the Post Office today and mail a 3 oz First-class parcel for $2.54 while the on-line price is $2.60. And I am curious as to why they elected to go full retail on click n' ship. It wouldn't surprise if sometime in the future one can access commercial base pricing on click n' ship for a small monthly fee.
And congrats to Amazon Shipping Services that negotiated no increase in Priority rates. Everyone could see that coming.

I always used to use exact weight with decimals before finally realizing that it wasn't necessary (LOL) and I never had a problem entering them -- Bonz, eCrater, PayPal. Although, I'm not sure if PayPal still accepts them since I haven't used them in so long, but I'm sure when they get around to fixing their shipping calculator, they will accept them.
I agree that a few things don't make sense. Firstly, why doesn't the USPS site offer the same options as sites like PayPal? For that matter, why don't they offer all of their services on their own site? Why bother removing commercial rates? Although, I have to wonder if they'll still offer those rates for those with a business account. I have one, so I'll have to try that later.
Furthermore, since they round everything up to the next highest weight, why not simply make anything over 15oz a pound -- or just let everything up to a pound be First-Class? And why not make Amazon pay the same as everyone else? They're one of the biggest burdens on the system. Maybe if they'd quit giving such steep discounts to places like Amazon and China, they wouldn't need to increase rates so much for the rest of us. One really has to wonder what kind of idiots are running the place. LOL

I am not sure if I am not seeing things right.
Prior to the price increase, I could go on USPS.com and check on the prices. It would give me Online (discounted) and at the Post Office. I checked to day, and there is no discount or differences in the prices. Am I wrong?
It still ticks the crappers out of me that the USPS website doesn't have First Class Mail, Media and Regional on their website, but yet they produce a notification that their package is delivered.
