I went to Paypal and tried a test label using the 14, 15 and 15.9 ounce weights. I tried it several different ways including the www.paypal.com/shipnow link that Cindy posted and no matter how I try it I still get the warning message that those weights exceed the limit of 13 ounces for First Class packaging. I did this at 12:15pm PST February 3rd.

I was able to print one for 14 oz. and I had no problems.
Just strange seeing this even know I think it is a good thing.
I have had so many items that were 13.5 oz and had to go to 1# pricing Parcel/or Priority.

That's weird how it did not work the same for you both.
Friday I'll be mailing a package off and for *hits and giggles will try a 14 ounce package at first class and see how it does. Will let you all know an update here.

That is definitely odd. I've read mixed reports on Etsy and eCrater, too. It seems to be about half and half. I haven't had a package to ship out, so am interested in hearing what Sharon finds out. I wonder why it would work differently for folks as PayPal's programming should be the same for everyone and they pull the rates from USPS.

PickyChicky Guess what? I decided to log into Paypal, figuring I could just go ahead and play around with the buyer's shipping even if I do plan to mail it off on Friday since they have a way to calculate the shipping before actually making the purchase for the label. Not only did it let me do 14 oz, 15 oz but it also let me to 16 oz and gave me a first class mail price. The 15.9 definitely does not work as pretty much the screen was useless with no calculated price. So we were right in thinking that 15.999 would round up to 1 pound. This will sure make a difference in the cost of shipping a 1 pound package. It was only like $3.65 (cannot remember the exact price right now, I forgot or maybe I'm right lol). I hope it continues to calculate the higher weight first class like this correctly. PS: There's no way to enter 1 pound for first class.....it has to be 16 oz.

That's awesome! I was wondering how they were going to do that. I wonder if anyone on Etsy or eCrater has figured that out, yet. I'll have to post about it later after I've had a nap. Thanks for letting us know...good news for sure! Now if we could figure out why it's not working for some people. kenoticket , have you tried contacting PayPal and asking them? If so, what did they say?

No, haven't contacted Paypal yet, I figured they were just slow.
Catcop and Sharon, can you post the links that you used please. I'll try them both and if it still does not work for me then I'll contact Paypal.
Thanks, keno

Hi kenoticket I did not go through any links.....just used the regular Paypal site to calculate the shipping. www.paypal.comI know you probably went there to calculate your shipping earlier and this is why you are confused..........I'm not sure why it did not work for you and it did for me and catcop. Maybe it will now?

Well, I just did a test because I had the thought that maybe it is working differently for personal PayPal accounts than it is for business accounts. I have a business account and used the www.paypal.com/shipnow link, but entering anything above 13oz isn't working for me either. @tam , are you using the "Print Shipping Label" link on the PayPal invoice or did you use the same link as me? I don't have an order to test it out on, myself. There has to be some reason it's working differently for peeps. I will definitely be contacting PayPal tomorrow about it. I'm officially not working today. LOL

I used the print shipping label where it shows my transaction with the buyer.
Very strange...
Let us know what Paypal says.

Okay, just got off the phone with PayPal. I think that was the longest hold time I've ever experienced with calling them, so they're obviously getting a LOT of calls about this issue. LOL
Anywho, the word is that the only way to currently get the First-Class package rates up to 16oz is to do like Sharon (and possibly Catcop) did and use the "Print Shipping Label" option on the transaction invoice. They are aware of the problem using the Ship Now and Multi-Order Shipping options and are working to correct them.
So, that means that unless you receive payment through PayPal or use a site like Endicia, you will not be able to purchase First-Class package labels for over 13oz. I wish Etsy didn't have the new setup where if you turn DC off, you'll be required to have PayPal integrated with it if you want to turn it back on.
Maybe I should contact them about temporarily letting us turn it off until PayPal gets the issue fixed so we can ensure payment through PayPal. I doubt they'll do it, but I also don't know if Etsy labels are working correctly. They actually might be, BUT I believe both Etsy and PayPal use Endicia for their shipping calculators and label creators.
I know there are a lot of Endicia users on Etsy, so maybe I can get some feedback from them.

I just found out that Etsy no longer uses Endicia...they link directly to the USPS. So, Etsy labels is working correctly, thankfully. I only use PayPal on my other two shops, so I won't have any issues there, hopefully.
