I'm seeing the same as you, @catcop . The USPS is not giving the online discount price and instead only the retail. That sucks. In its place is click n ship. Why would they do that? But they do not show click n ship on first class or media mail.
I did get a first class mail price though along with the priority, media, etc.
They did not, however,,give me a first class mail price for a package that weighs 14 ounces.
They really need to get on the ball.
Is Paypal up to date now and showing, for example, a package that weighs 14 ounces as being an option to ship as first class mail?

I have a USPS account and have been meaning to log in and see what rates they show me, but haven't had a chance, yet. I don't have time at the moment, but will put a postie on my screen to remind me later when I get back.
Last I heard (yesterday?), PayPal still isn't updated. Remember how long it took them to get Parcel Post in the system last year? I sure hope we don't have a repeat this year. Since they charge retail rates on eCrater, I could just set the weight for things between 13-15.999oz to 13oz because that would still charge enough. BUT I don't think I'm going to bother because I simply don't have time to mess with such things.

I hope that they do not take forever either.
I'm nervous about setting things over 13 ounces at a reduced flat rate price because knowing the USPS, they'll change their mind next year and then that would be more work next year and a loss of money until I'd be able to make the changes. I cannot update shipping prices real fast at my store.
I hate that they went up to $2.60 for 1 to 8 ounce packages. The USPS would not have raised their ounces on first class packages if they were not making it up somewhere. I used to be able to send a 5 ounce package for $2.24....that one hurts. Ouch.

I just logged into my USPS account and was able to get commercial base pricing, but they don't make it easy to find. An even bigger BUT is that you can't print labels there with commercial base pricing -- you can only calculate a price. However, you don't need a USPS account in order to calculate the pricing.
On their main page, just click on Calculate a Business Price under the Business tab. Then select what service you need at the top and it will pop up with the various options. Scroll down to the section for Commercial Base, enter the weight, and click in the box next to the zone you're shipping to (you don't have to enter a number of packages to see the rates -- just click inside the box).
Anywho, about printing the labels, what's interesting is that I went through the Business tab, selected Postage Options, and then clicked on Start Shipping. I entered a mock address, the weight, and so forth, then clicked on the button to view the available services and pricing. All of the rates given were retail rates.
So, it would seem we can still calculate a commercial base price to make sure PayPal or whoever is charging us the correct amount, BUT we can no longer use the USPS site to print any labels at the commercial rates. Oh well, I always use PayPal for shipping, anyway, and I now have the rate charts on a printed spreadsheet in my Reference binder that will be much quicker to refer to than using the USPS site.

I thought that the USPS site was to make it easier on the Post Office to get us, people, to use the site and have nice scannable/readable labels to make their jobs easier and we get a discount.
I might have to redo my shipping costs.

I found an article on ecommerce that USPS removed the discount from Click and Ship. Hmmmm
Paypal does not have the new First Class ounces, yet. (14, 15oz), but there are some discounts. I wonder why my shipping label from the other day didn't show some discount. Grrrr
Then I also notice in the article about USPS rates on ecommerce that it may be a good thing using another site for doing postage due to their discounts. I sure can't afford Stamps and such. Not enough sales to give to them.
I think I will be writing to the Postal Inspector and such what the heck is wrong with them. They should promote discounts on their site. They need to provide all of their services on their site, meaning being able to print First Class, Media and Regional. And yet they manage to program the notification to people when their packages are delivered and I think they are still deliver food.

Yeah, I really don't get their logic in not offering all of their services on their own site. If they don't want to offer commercial pricing to the general public, then why not simply require a USPS business account like I have?

Paypal does have the First Class to 15 oz...they just don't have to 15.999 oz (don't have decimal point capabilities yet)...they had the FC changes up and running on Monday morning right after USPS made the changes. I printed several 14-15 ounce FC packages on Jan 18. They also have the commercial base prices...at least they do when I printed all the labels
Commercial Plus which is what ebay and amazon and other high volume sites use, has been eliminated, though both sites were in negotiations with USPS
Commercial Base which is what Paypal use is still in effect on Paypal and other sites that have discounted shipping and what Click n Ship used to use. Click n ship has eliminated all commercial base shipping...which was originally supposed to help out POs so that there would not be long lines, by offering reduced rates online, it is all retail now and click n ship never did offer FC online... USPS is also working on getting the Regional rates A and B back, as well as the padded envelop FR online...they were dropped (accidentally) during the update
FC online at paypal, except the 15.999 (unless that has changed since Tues)
First class has been re-organized with commercial base prices:
1-8 oz is $2.60
9 oz $3.30
10 oz $3.35
11 oz $3.40
12 oz $3.45
13 oz $3.50
14 oz $3.55
15 oz $3.60
15.999 oz $3.65
and paypal is offering the FC to 15oz but USPS is not, it still cuts off at 13 oz at least for now
Retail for FC is way different

4 oz $2.74
5 oz $2.94
6 oz $3.14
7 oz $3.34
8 oz $3.54
9 oz $3.74

For some reason, I'm just not understanding the difference between 15 ounces and 15.999. I mean, at one pound is not considered first class as far as I know and 15.999 is not considered 15 ounces either....so 15.999 is over 15 ounces and yet under a pound. I think it is weird.
Apparently I need someone to hold my hand through and explain through this part of the change lol.

@tam , we're not able to enter decimal amounts in PayPal yet, but at least they are set up to give First-Class rates for 15oz. They must have caught a lot of flack for taking so long last year with the Parcel Post change that they made sure they were at least mostly prepared this year. I don't know why it would be so difficult to allow decimal points, though. I'd think it would just be a matter of changing the number format of that entry field to allow decimals.
The problem is, we can't even just enter 15 for a package weighing between 15 and 16oz because we won't be charged that additional 5 cents for 15.999oz and the PO would most likely send the package back with insufficient postage -- or charge our customers the 5 cents upon delivery.
As for the USPS's logic behind the whole 15.999oz thing, they just wanted to make everything under a pound eligible for First-Class. Although, it would have been easier (and less confusing) just to lump 15 and 15.999 together at one rate. Just remember that anything over 15oz, yet under 16oz, would need to be charged at the 15.999oz rate.
So, if you want to send something First-Class that falls within that range, you'd have to go to the PO to get the proper postage. That would mean either handwriting the addresses on the package or using the smaller address labels (if you have those). Fortunately, I do have those and my PO is just down the road from me. I would just have to wait in line, which I don't normally have to do since I just have something to drop off.

Cannot enter the decimal places yet...and you using the www.paypal.com/shipnow (or classic view) will not get you the 14 and 15 oz option. Only using the Print Shipping label link in a transaction will give you the 14/15 FC option. As to the difference between 15 and 15.1-15.9999...the difference is in the cost...if your item is 15 oz it costs $3.60, if it is above 15oz but less than 1 lb (16 oz) then it cost $3.65

I don't think they have retail rates for those weights between 13 and 16oz -- at least they didn't post them in the Notice 123. As a matter of fact, I believe they have the boxes on the table for the retail rates crossed out.
